Our investigation examines how the Minneapolis Downtown Council, through its subsidiary Green Cities Accord, promoted and expanded a voluntary carbon offset program that we believe represents some of the lowest-integrity credits in the market. These credits have been marketed primarily to large institutional emitters, allowing major polluters to claim environmental progress without meaningful emissions reductions.

Our analysis draws on internal communications among key decision-makers, financial documentation, and technical forestry review conducted by our team. The evidence raises serious concerns about credit quality, verification practices, and the real-world climate and air-quality impacts of the Carbon+ model.

Despite multiple calls to police reporting violence and threats from her Abuser, Allison Lussier did not receive even the most basic supports from MPD, which failed to intervene in any way. Although MPD attributed her death to an overdose, the Medical Examiner’s office found her cause of death to be a subdural hematoma – a traumatic brain injury. We will be re-investigating this case to illustrate the similarities between the tragic and preventable loss of life for yet another young, vibrant woman.
